Everything You Need to Know about the Capital Improvements Project 2025

The Gowanda Central School District Board of Education will host the Capital Improvements Project 2025 Public Hearing on Wednesday, November 19, 2025 – 6:00 p.m. in the Gowanda High School Library.

Proposition No. 1 – Capital Improvements Project, 2025
Shall the following resolution be adopted, to wit:
RESOLVED, that (a) the Board of Education (the “Board”) of the Gowanda Central School District, Cattaraugus, Chautauqua and Erie Counties, New York (the “District”) is hereby authorized to undertake a proposed Capital Improvements Project, 2025 (the “Project”), consisting of the partial reconstruction, renovation and the construction of improvements and upgrades to various District buildings and facilities and the sites thereof, to implement various health, safety, accessibility and Code compliance measures and various other measures that are included and generally described in (but are not to be limited by) the Project Plan that was referred to in the public notice of the vote on this Proposition, and to expend therefor an amount not to exceed $44,500,000; (b) the Board is hereby authorized to partially finance the Project by expending or applying (1) the entire remaining balance (which stood at approximately $842,800 as of September 26, 2025), plus any additional interest earned, from the Building, Land and Technology Capital Reserve Fund-2009, and then to terminate such fund; (2) the entire remaining balance (which stood at approximately $2,720,752 as of September 26, 2025) , plus any additional interest earned, from the 2019 Capital Reserve Fund, and then to terminate such fund; and (3) $5,936,448 from the Capital Improvements Reserve Fund, 2024; (c) a tax is hereby voted in an amount not to exceed $35,000,000 to finance the balance of the estimated maximum cost of the Project, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by the Board; (d) in anticipation of such tax, obligations of the District are hereby authorized to be issued in the aggregate principal amount of not to exceed $35,000,000, and a tax is hereby voted to pay the interest on such obligations as the same shall become due and payable; and (e) New York State Building Aid, EXCEL Aid and Native American Building Aid funds expected to be received by the District in connection with the Project are anticipated to offset a substantial part of such costs, and such funds, to the extent received, shall be applied to offset and reduce the amount of taxes herein authorized to be levied.

Voter Registration
Qualified voters of the District shall be entitled to vote at such annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the District for a period of thirty (30) days next preceding the annual vote and election. The School District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law §2018-c. Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the District may also require all persons offering to vote to provide their signature, printed name and address.

Applications for absentee ballots are available from the District Clerk. Special regulations govern absentee ballots. Call 716-532-3325 ext. 6300 for information.

  • December 2, 2025 Deadline for absentee ballot applications if ballot is to be mailed to the voter.
  • December 8, 2025 Deadline for absentee ballot applications if ballot is to be picked up by the voter.
  • December 9, 2025, 5:00 p.m. Deadline for absentee ballots to be received by the District Clerk.

Eligible Voters are Invited to Vote on the Capital Improvements Project, 2025 on: Tuesday, December 9, 2025 8:00 a.m. – 8:00 p.m. Gowanda Middle School Library.
